What does one shared context change?

When every agent uses the same Fulcra account, the handoff is state instead of a summary: one agent writes a file, and the next one picks up the change through get_data_updates. Fulcra calls this cross-agent continuity, "allowing one agent to pick up exactly where another left off." A quota hit is just a signal for you to switch agents, not to start over.
